Jackson was born in 1961 in Wellington, New Zealand. He developed an interest in filmmaking at a young age and made his first short film when he was 12 years old. After graduating from high school, Jackson worked as a typesetter and then as a mail sorter. He continued to make short films in his spare time and eventually directed his first feature film, Bad Taste, in 1987.

Bad Taste was a low-budget horror comedy that was a critical and commercial success in New Zealand. Jackson's next film, Meet the Feebles, was also a horror comedy but it was more controversial and less successful than Bad Taste.
